The purpose of the article is to reveal the problem of a man in traditional environment with dominating laws of relationship, attachment to family lite, clans and to determine the concept of freedom in relation of nomadism to the environment, in power nature and structure etc. The author has concluded that the problem of freedom in nomadic societies of Central Asia can be examined through a dichotomy between the lace of inner freedom and outer freedom.

The first concept is determined by a tribal structure of nomadic societies and the second is actualized when considering the problems of nomads outward adaptation and their interaction with other civilizations.
