The Concept of Citizenship in the Political Thought of the Classics of Regionalism
The author for the first time in the Russian political science reconstructs the concept of citizenship in the political ideology of the founders of the Siberian regionalism N.M. Yadrintsev and G.N. Potanin. The article focuses on three key paradigms of patriotism, education and the intellectuals, which serve the basis of civic consciousness development. The author points out that there are three principle constants of the citizenship active in the process of social and political unity of the regional community identified in the political line of oblastnichestvo thinkers work, i. a. patriotism as a spiritual, political and legal value; education as a means of transmitting traditions and, finally, the main actor of the whole process — the intellectuals as bearers and at the same time retranslators of political values. As part of this publication shows that the civil and political integrity of the country, according to the regionalists, can and must be achieved and maintained not by strict measures of administrative coercion, but on the basis of voluntary and free democratic integration through the development of value-cultural orientations existing as true unity of its all constituent ethnic groups.
