Women in the Party Elite of the Altai Territory in 1938−1955
The article considers the gender aspect of forming regional party elite. The author finds out that women accounted for an insufficient part of the regional political leaders which reflected the situation at the level of the national authorities as well as the regional authorities of Siberia. It is shown that in late 1930s even at the city level of power highest positions women could hold were those of the Communist Party Committees department leaders. Women were promoted to the leading positions in economy, executive bodies and collective-farms, which contributed to a further increase of women’s roles both in industrial production and in public life. Quite a large representation of women in executive bodies (Soviets) could hardly provide them with great influence, as the local executive authorities’ powers of decision-making were nominal. The author points out levels of governance and Party regional committees positions, in which the proportion of women was the largest.
