Modern Approaches to Financing of Capital Expenditure in Housing and Communal Services Considering the Mechanisms of Public-Private Partnership
This paper deals with problems of public-private partnership in the field of housing management and finance overhaul of apartment buildings in view of the systemic problems of housing and communal services and the existing level of risk in this field. On the basis of selected indicators, the authors prove the effectiveness of publicprivate partnership in this sphere from the perspective of the owners of premises in the building and the state as entities in the management of the apartment fund, disclose the reasons for the low level of public-private partnership in the housing sector, present the model of funding for major repairs in apartment buildings, taking into account the changes introduced in the housing legislation and public-private partnerships. In constructing the model, the authors have a special role to the integration process of public- private partnership, the cost of the capital used for the implementation of an apartment repair fund, as he overhaul of an apartment building will require the means to their own sources and borrowed funds considering the restrictions imposed on legislative level.
