Russian liberals about the system of representation in XIX#XX centuries

Russian liberals one of the first has considered a problem of representative board. For them the representation is participation in activity of official bodies of representatives of a society. The establishment of representative institutions will help the government to reveal all variety of needs and interests of a society. Elective meeting must be independent from the government, so that the representatives can express and fight for interests of different social groups freely. So, in that way establishes the control of society under the state management. N.M. Korkunov supposes that a representative element should have neither special knowledge nor official experience. It needs only a direct connection with the society. No manage with its duty a representative element must be always renewed in order not lag behind from the society they represent. D.N. Chicherin has another point of view. He is inclined to think that people, who don#t understand the state interests, mustn#t govern. So, universal suffrage shoul
d be regulated by property, age, and educational rights. Forms of National representation can be very different.
