The Provincial People’s Congresses of PRC and Standing Committees Organization Principles (Case Study of the Northeastern Provinces)
This paper is devoted to the organization of legislative authorities in the provinces of China. Provincial level is the highest in the structure of local authorities. It is the Provincial People’s Congress — the highest local authority that determines the economic, political and cultural development of a region. The article explores the characteristics of Chinese parliamentary system using the example of three Northeastern provinces of China: Heilongjiang, Liaoning, Jilin. The paper gradually analyzes the structure of the People’s Congress: its Presidium, the head-office of the Presidium, the Standing Committee and deputy corps. The authors provide qualitative and quantitative assessment of deputies, analyze the peculiarities of deputies representation from various city electoral districts, consider educational, ethnic and gender, party and other features of the deputy corps. The special focus is on the organization of the Standing Committees in the Northeastern provinces, their senior executives, as well as the management functions of the administrative and specialpurpose committees.
