The authors examined in detail one of the financial instruments, which lay at the heart of the land settlement and tax reforms in the Altai district, and was implemented in the “Stolypin” resettlement program. The article contains the analysis of the financial evaluation procedure of the land property of the Cabinet of His Imperial Majesty in the Altai district and explains the calculation scheme of the land redemption by the state for 49 years for 22 kopecks per arpent. These data allow us to understand the essence and dynamics of the reforms, compared with similar developments in other parts of the country, to determine the peculiarities of interaction between various institutes and to evaluate their activities aimed at solving complex and challenging tasks of restructuring the entire architecture of the Altai district. Facts given in the article describe the important details of the replacement of the Cabinet’s land ownership by cash payments from the state. According to the authors, in terms of further development of the region and the evolution of Cabinet’s complex financial mechanisms and reforms carried out in the district were well-balanced, met the interests of different parties, complied with the current state of the environment and had a positive effect.
