The article is devoted to the examination of the external economic activities of industrial enterprises of the Altai territory in the 1990s, investigation of objective reasons and conditions of integration processes of Altai economy, analysis of errors which were made in international economic activities. The idea of implementing the main form of economic integration planned for the Altai Territory in the 1990s — “Altai” free economic zone — was not realized properly. The serious problem that Altai enterprises and their foreign partners in the 1990s had to face with was i VAT, high customs duties and excise taxes. The politics of Altai enterprises economic cooperation such as exchange of goods and services, opening representative offices and establishing joint ventures are considered in detail. Besides, the process of shaping the Altai Territory industrial policy in the1990s is studied in this article through the examination of some policy documents among which, for example, is the Comprehensive Program for the Altai Territory external economic activity. Besides, the article touches upon the situation in the Altai Territory production complex in the 1990s.
