We consider the gradual transfer of the Altai Territory budget in Program, where the state program is a completely new instrument. The program budget covers all kinds of activity of program participants which increases their efficiency. Being the vital tool, the Federal Target Program (FTP) nevertheless cannot be called the perfect instrument of long-term budget planning. Despite the noted shortcomings, the FTP up to 2014 remained uncontested instruments of implementation of long-term projects at the expense of budget funds. In the Altai territory preparation of organizational and legal bases for transition to the program budget became the key direction of the project of «sliding three years» for 2014–2016. In particular, the main normative legal acts necessary for development of state programs, and also completion of formation and transition since 2015 on program representation of expenses of the regional budget are approved. The formation of state programs is connected with prioritizing, however priorities are expressed now not only in investments on construction and development of some spheres, but also and in measures of a state policy, financing of the state functions, realization of practical actions.
