Nomenclature of Elected Officials as an Indicator of Democratic Effect of Elections
The paper suggests using the «nomenclature of elected officials» indicator as a new indicator of democratic effect of elections. The analysis revealed that the list of elected officials in Russia does not allow the institution of elections effectively perform the function of providing public control over governmental power. Direct election applies to the election of inadequate range of government officials. The state apparatus is less dependent on elections compared to the situation in established democracies. Initiatives of parliamentary factions on the issue of amending the list of elected officials are discussed. The article describes the initiatives of the parliamentary factions on the issue of amending the list of elected officials in Russia. LDPR is in favor of shortening this list (cancel direct election of governors and mayors), the Communist Party and the “Just Russia” Party are in favor of expanding the list (direct elections of the Council of Federation members, judges, compulsory direct election of mayors). The article summarizes the expert proposals on the possible extension of the list of elected officials. The assumption has been borne out: under parliamentary form of government limited list of elected officials does not preclude the democratic functions of elections, while under other forms of government limited list of elected officials does not allow the institution of election effectively perform democratic functions.
