On Issue of Traditional Judicial System Reform Efficiency of Kazakh Society (1880–1890s)
«The Statute on the Administration of Turkestan Kray», approved in 1886, consolidated special status of traditional Kazakh People’s Court in the legal system of society. However, practical application of the «Statue» revealed considerable defects of those reforms. Representatives of central and regional authority realized negative impact independence and wide jurisdiction of the People’s Court had on integration of Kazakh judicial system into the common legal framework of the Russian Empire. The approved structures of juridical system, court elective principle, lack of control on the part of regional administration were sharply criticized. The principle of «independence» of the people’s court prevented it from systematic integration of the traditional judicial system into imperial legal framework. The analysis of the traditional juridical system activity in late 1880–1890s proved its insolvency and inefficiency. The need to integrate the People’s Court into imperial juridical system became obvious.
