Elements of Social Exclusion at Regional Labor Market: Peculiarities of Expert’s Perception
An expert evaluation of some elements of social exclusion at regional labor market is presented in the article. It is pointed out that the Altai region is one of labor-excessive territories, maintaining considerable differentiation of municipalities by the level of unemployment. Thus in the nearest future regional labor market will keep instability combined with social exclusion. Here the results of semi-structured expert questioning (experts, who are occupied with different problems at labor market) are presented. The research was realized in Altai region in 2012–2013s and obtained data testifying on social exclusion at regional labor market. Not only labor migrants but also others like aged persons and other groups of population face social exclusion. Experts determine a whole spectrum of social positions that are discriminated at labor market. A special place here belongs to young women — the most discriminated group on the labor market. The conclusion is the following: at present in conditions of low legal culture of population, low legal responsibility of employers and “indulgent” relation of control bodies and their inability to control the situation, absence of real mechanisms of legal regulation create favorable conditions for use of informal (undocumented) employment. The situation in the labor market provokes employers to use illegal labor practices aimed at saving funds and restraining rights of workers.
