The article investigates the problems of system integration, which is most clearly revealed in the concept of globalized economy; allocates an important aspect of globalization - the creation of a highly mobile average and small companies, equipped with standards of today’s electronic office; investigates the hierarchical organization. The new approach to the global paradigm of evolutionary processes reviewed by the authors allows us to allocate cyclical stages of development of hierarchical systems and the corresponding processes of change in governance. In order to solve one of the important problems of the market economy - the establishment of long-term business relationships on product supplies and enhance cost-effective relations the authors propose the creation of cluster systems as a tool for efficient development of interregional ties.
