The Technocratic Elite of Angara-Enisey's Region in the System of Elective Party's Bodies (1964-1991)

The article provides a general description of the elected bodies of the political (party) and the legislative power in the USSR from 1960 until early 1990, falling under the definition of "lzheparlamentarizm". The author exposes basic principles on which the technocratic elite was recruited to elected party bodies.

Key words: regional technocratic elite, economic managers, party bodies, party apparatus, "pseudo-parlamentarism", system forming industries, lobby.
