The article reconstructs N.M. Jadrintsev and G.N. Potanin's heritage on a problem of policy in cultural sphere. Based on actuality and conceptual heuristic ideas of the oblastnik's theory the multi-planned content of cultural policy can have the certain importance for modern social practice. The author determines that the state cultural policy from the oblastnik's point of view should be focused, on the one hand, on economic-cultural consolidation of the country and reconstruction of unity, and on the other hand - on conscious decentralization of system controlling cultural development processes.
