The article is devoted to the investigation of Chinese emigrants coming from Sinkiang to the Russian territory. The author touched upon such points of the problem, as: the process of Chinese emigrants receiving by the Russian frontier administration; the attitude of Chinese authorities to the given situation; emigrants# hopes and wishes for those circumstances; further Peking government#s measures concerning its citizens. All these points are investigated attentively in the article. Moreover, a special attention was paid to the consideration of an opinion of Semirechie military governor G.A. Kolpakovsky, and measures offered by him in order to solve the emigrants# question.

The problem of Chinese emigrants arising as a result of the Muslim insurrection in Western China could result in some negative consequences. It could lead to the Chinese authorities# incomprehension of the Russian government actions and to the beginning of the #Ily crisis#.
