Topicality of finance hazards of the provincial higher education institution's activity

The distinct group among big Russian cities is from 100 to 250 thousand people cities. It is provincial cities.

The higher education institutions get a particular place in life of these cities. Constantly higher education institution's life is life of these cities.

Nowadays there is the hazard in higher education institutions' activity. Especially provincial higher education institutions fall under the hazards. This article is about the provincial higher education institutions' problems, topicality of educational hazards' outcrop, necessity of finding devices of hazards' reduction.
