By subject of the given research is the connection between presence nanostructural clusters in material and presence at it of properties of self-organising. These substances are created on the basis of interatomical and intermolecular interactions distinguished from known covalent, ionic and metal bonds. The self-organising of materials is based on the phenomenon of hierarchical system of spatial and temporary scales processes proceeding in substance. In paper the mathematical description of thermo-statistical systems of chemical particles is considered. The basic attention is given to effects connected from degeneration of electronic degrees of freedom inside chemical particles and presence of uncertainty relations for quantum and thermal processes. In the second part of work the basic reasons of effects of self-organising thermo-statistical systems of chemical particles are considered as a result of display of effects of exchange interaction between chemical particles. It is shown that the formation exchang

e clusters of chemical particles causes occurrence mesoscopic level of nanostructures, which evolve under the laws of quantum statistics satisfying to special uncertainty relation. It also creates hierarchy of self-organising processes in systems of chemical particles in the form of a basic triad: quantum-mechanical, quantum-statistical and thermo-statistical processes. The information "mini-max principle" for quantum-statistical evolution of cluster of chemical particles is received.
