As the result the conclusion is made about the existence in the environment of the officials of the Resettlement Administration views on the significance of ethno-cultural potential for colonization process. On the basis of G. K. Gins observations the authors draw the following conclusions: the characteristic features of the image of the marked areas were the signs of civilizational otherness of the studied ethnic group compared to state ethnic group. The difference is based on the social structure of the nomadic society; a minor transformation of it was a logical consequence of the irrationally organized economic activity.
