Organization of Evacuees Registration during the Great Patriotic War in 1941–1943: the Case Study of the Altai Territory
The article analyzes the process of registration of evacuees in the Altai Territory during the Great Patriotic War. Two stages of Soviet citizens evacuation to the back areas of the country are identified, and the changes in evacuees number dynamics and the evacuees distribution on the territory of the Altai Territory from 1941 to 1943 are shown. The focus of the article is on the forms of document support to register the number of people arriving. The structure of the federal and local bodies responsible for the organization of re-registration of evacuees accommodated in the region is shown. The categories of persons involved in drafting the revised lists of evacuees are pointed out. Attention is drawn to the incompetence of some of the local officials involved in arranging accommodation and registration of the evacuated people. The author makes an attempt to analyze the lack of correspondence in the final number of the evacuees in the region in different periods of the war. On the basis of a wide range of sources the author reveals the main reasons for the malpractices of the local officials occurring in re-registering the evacuees.
