The Formation of the Institute of Self-Regulation in Separate Spheres of Economic Activity of the Russian Federation
The article defines the essence of the concept «selfregulation ». Self-regulation is a relatively new phenomenon of the modern Russian economy and is an essential element of an overall optimization strategy of state intervention in the solution of economic problems. The author outlines the benefits of self-regulation compared to the government regulation. Norms of self-regulation are much more flexible and easier to adapt to changing circumstances in comparison with state regulations, which significantly reduces the cost of monitoring of established standards and rules of operation, increases the effectiveness of control. Refinement has been given to the systems of self-regulation with regard to foreign experience. An analysis is made of industrial norms of self — regulation and tendencies of self regulation development in the Russian economy. In a number of industries in the Russian Federation, the legislation stipulates different systems of self-regulation of various degrees of severity: both on voluntary and regulatory basis. Conversely, the laws that regulate specific economic sphere, can develop specific rules of functioning of the SRO in this area, provided that this does not contradict the common complex with the requirements of SRO (on the basis of the Law № 315‑FZ). The article presents the classification of industries and sectors of economic activity of Russia, which develops principles and mechanisms of self-regulation.
