Prospects of Development Territorial Public Self-Government in the Cities
The article analyzes the activities of territorial self-government on the example of self-organization in Novosibirsk. The author, based on the data of sociological research, and other methods of analysis, identifies problems in the activities of this non-profit organization. At the moment, the territorial self government cannot operate without real support of the city administration, today self government is perceived as the system to control public housing and utilities. Territorial self government is not perceived as the organization capable to provide citizens with the right to dispose of the general property in an apartment house, to control means, to participate in patriotic education of youth, to organize leisure of citizens, to diagnose problems and quickly react to them. The author defines the peculiarities of territorial self government based on the principle of corporate social responsibility: business — society — power. The article offers the ways to improve territorial public self-government and outlines the possibilities for the homeowners to participate in this process.
