Monitoring and evaluation of reproduction of deviations in the context of maintaining social security are considered as a system of observation, analysis, diagnosis, in order to predict, make decisions on regulatory environment, manage processes in terms of their impact on the safe social life. Principles of construction of the system of monitoring for indexes of reproduction of deviations in Russia are presented: system and complex study on construction of indexes and methods of revelation, estimation and analysis; evaluation of interaction between factors of danger in socio-psychological, socio-cultural, organizationtechnological aspects; evaluation of monitoring of dynamics of local, regional, federal, global risks of distribution of deviations; dynamics of the planning, correlation between strategic and prompt planning; reliability, validity and representativeness of the information etc. In the article the authors developed a conceptual framework for organizing the monitoring and evaluation of social reproduction risk of deviations, the effectiveness of projects and programs in the field of combating the spread of social deviance at the regional level.
