Development of Socio-Economic and Socio-Cultural Migrant Integration Policy in the Russian Federation
Nowadays immigration in Russia is considered as important source for alleviation of demographic crisis and for maintaining its economic potential. Inviting immigrants for permanent residence and ensuring their integration in the Russian society is becoming a prerequisite for reducing the shortage of manpower and making up for the natural loss of population. Lingering disregard by the Russian authorities of implementation of migrant adaptation and integration aims defined in normative legal acts on migration of the 1990s and 2000s led to the rise of xenophobia and migrantophobia, ethnic tensions in the Russian society. Formation of Integration Assistance Department within Federal Migration Service in 2010 marked the beginning of elaboration of practical measures for migrant integration. This article considers the process of migrant integration policy development and analyzes a set of specific measures for implementation of migrant socio-economic and socio-cultural integration policy in the Russian Federation. The paper concludes that in order to increase the effectiveness of migrant integration policy the spheres of interests of main integration actors should be divided and their further coordination should be facilitated.
