The authors study the problem of ideological principles in the organization of local government in the Kazakh steppe from the end of the XVIII^thto the middle of the XIX^thcenturies. The features of the reforms’ implementation in the Junior and Middle Hordes, differentiated approach of Orenburg and West-Siberian governor-generalship are analyzed in details. Quite attention is paid to the causes of shortcomings and the degree of efficiency of input norms.
