The study of the important to the Altai region subjects is based, first of all, on the material and technical foundation of any city - the building industry. In this article the connection between everyday activity and improvement of the quality of the citizen's life is reviewed simultaneously with the development of the Altai region and its transformation into large-scale industrious and agricultural centre.

During the post-war five-year periods a considerate progress in salvation of a very difficult housing problem was achieved. This became apparent in increasing level of adequate provision inhabitants with dwellings by building housing resources by the government and enterprises. The basis framed in that period later became a foundation for the continuation of the development and gradual raise of the rate of buildings. The process of urbanization influenced development of cultural and public-service institutions which, taken together, produced favorable and comfortable for living urban conditions.
