The article deals with the principal problem of deviation, i.e. deviation from the generally accepted norms of social behavior among young people under the influence of modernization and urbanization in the late 19th - early 20th centuries on an example of pre-revolutionary Irkutsk. The author uncovers conditions of deviation emergence and defines forms of the youth deviant behavior taking into account peculiarities of the examined period.
