The North of the Western Siberia had been still the region with the appropriating economy at the end of 19th - the beginning of 20th centuries. Social, economical and cultural backwardness was evident, especially after the completion of the Trans-Siberian Railway construction. Gradually one can realize that the future of the region lies in the complex development of the natural resources using industrial technologies. The Soviet State had the same point of view. It was this time when environmental law was created. The North becomes an object of the systematic scientific study. The state began to control use and protection of natural resources.

The problems of formation and realization of the ecological policy in the North of the Western Siberia at the end of the 19th - the first third of the 20th centuries are observed using plenty scientific facts. Environmental protection ideas, regional ecological laws, measures connected with complex developing of the natural resources are analyzed.
