Post of authorized agent for control of Russian Orthodox Church under Council of Ministry existed in soviet history since 1943 till 1990. This post was organized according to Stalin`s direction. Authorized agents must be mediators in relations between state and church. They were regulating conflicts in religious policy created by local power. At the same time they tried to restrict religious activity.
