In the article we pay attention to the views of the Russian scientist K.D. Kavelin (1818-1885) concerning the development of the Russian state. Besides, the items of defining the historical type of a state in Russia, its typical features and peculiarities are also discussed. We also regard the main attempts by Kavelin to define the role and place of the state in the political system of Russia.

Projects of the reformation of the Russian state structure in the 19th century offered by Kavelin are thoroughly analyzed. It is shown that the essence of his reforms was aimed at establishing executive authorities in the absolute monarchy. During all his life Kavelin supported the monarchy style of the government considering it to be the most suitable form for social and political development of Russia.
