The article examines the development of war aims and peace arrangement policies of the Lloyd George government from the beginning to late months of 1917. From the point of changing internal and external conditions, particularly US and Russia war participation, allied relations and military strategy the author investigates the War Cabinet and British public debates to formulate national goals. It enables her to conclude that an evident change in the official war aims position had been taking place to the late 1917.
