Article is devoted to research of average layers of the population in cities of Siberia of second half of the 19th - beginning of the 20th centuries. In paper the processes of formation of average layers, their structure, number, share in the population of cities, participation in public life are considered. In article the tasks of the further study of a phenomenon of average urban layers in Russian provincial city of the period of modernization are formulated.
