A number of problems connected with studying the history of the integration education policy pursued by Russian Empire in relation to the Steppe Region Governship at the second half of the XIX - the beginning of the XX centuries are revealed. Absence of coordination in interpretations given by the Kazakh and the Russian scholars creates controversies, which oppose to logical definition of specificity of the educational model. To clear up the situation in the policy of socio-cultural integration it’s possible in the frame of complex investigation to base on exhaustive materials of untapped sources.
