The paper covers issues of the problem-based and project-organized teaching in university educational process. Authors present elements necessary for the successful implementation of educational innovations and their implementation levels. As an example of the implementation of problem-based and project-organized training at the institutional level the authors give the learning model at the Aalborg University, as well as at the Tomsk Polytechnic University.
