About a Role and Value of "The Instruction to Frontier Guards" on June 27, 1728 in Legal Regulation of Governance and Court of Siberian "Yasak Foreigners"

The article is devoted to research on a question about application of the Instruction given by a count S. Raguzinsky to Russian frontier guards Firsov and Mikhalyov in practice of governance of the Siberian indigenous people. Basing on the analysis of published and new archive materials, the author proves a conclusion that till the mid-XVIII century the Instruction was mainly applied in Transbaikalia and it wasn’t the leading act in the field of control of all Siberian "yasak foreigners".
