Questions on Cabinet’s Siberian Districts Leasing by Ministry of Finance in 1830-1855

The author presents his own point of view on the so called lease period. Silver production in Altai developed, but had low development in comparison with Saxony and Harz. However, modernization of production in Altai was wrecked. At the first 20 years of leasing the Ministry of Finance has proved that Nerchinsk factories will deliver only damages. Thus, the basis for famous measures by N.N. Muraviev-Amursky was prepared.
