The discourse characteristics of social administration within the framework of psychoanalysis philosophy are considered in the paper. The author states the newly evolved need for a fresh view on social administration which was caused by the aggravating contradictions between the subjects of administration. From the viewpoint of the author in terms of psychoanalysis social administration represents social communication of some peculiar type. Such communication falls into a pattern "client-physician" which reflects the interaction of the subject controlled and the subject controlling.
