This work allocates peculiarities of the armed hooliganism and hooligan motivated crimes against person, shows their ratio and motives. The necessity to qualify crimes against person and hooligan motivated crimes in a different way than it is used in law-enforcement activity is proved. The author discovers content of the objective side of the extremist hooliganism which induced to analyze social and legal factors of administratively punished actions’ criminalization. Preliminary ways of perfecting law-enforcement activity are given.
