In the up-to-day world an attitude to the content and to the role of international electoral standards is changed. These standards no longer remain on paper, but are seen as a model for citizens and public authorities. In these circumstances the development of sector-specific state legislation, which should be synchronized with principles and norms of international law and adequate to them is becoming more important.
