Politics of the Soviet State in the National Education and Its Implementation in Southern Russia in the 20s of the XX Century (on Materials of Northern Caucasian National Regions)

A noticeable activity of state and public structures in the development of new approaches to education leads to apply to the historical experience of education reform. The aim of this paper is to review education policy in the first decades of the Soviet state and its implementation in the South of Russia as an example of national regions of the Northern Caucasus.

Key words: public policy, Northern Caucasus, education, illiteracy.
