Theory and Practice of Public Hearings Holding in Barnaul as One of Forms to Realize Institution of Direct Democracy

The article describes forms to involve community in managing its territory. The author analyses legal base regulating direct democracy procedures. The analysis of public hearings connected with introduction of city manager institution in Barnaul is given.
