Preconditions of the Beginning of Legislation as a Cultural Phenomenon

The paper analyzes the basic preconditions which have paved the way to the beginning and formation in a human society an integral part of modern culture - a system of normative technologies and estimation criteria named as a system of the legislation. The author allocates and analyzes natural and cultural (social) preconditions.
