The change in the budget and territorial organization by the way of the municipal formations enlargement has become one of the basic tendencies in the local self-government reformation in the Russian Federation. The article reveals several problems in this sphere stipulated by the current peculiarities of the local self-government organization in the Altai Region and generated by newness of the conducted reformation and comparatively small experience of the state power and local self-government bodies in the Russian Federation.

There are some ways to overcome the problems which appeared in the course of research.
