Efforts to reanimate state economics were undertaken parallel with legalization of private entrepreneurship at the end of the 1980s. Campaign’s activity was regulated by the State Planning Committee (Gosplan) standards. Enterprisers’ officials were abridged to make decisions concerning production distribution, production rate, purchase of raw materials and etc. The main task of the officials was to fulfill plan according to the order of the state project. Profitability of production was less important in this case.
