In given article the role of Tuva political elite in formation and development of multi-party system in region is considered. Political parties became hostages of the situation of opposition between the Government and Parliament that has led to society split. The situation is aggravated with existence of clan system of selection in political-imperious structure. The author comes to a conclusion that the permanent conflict of Tuva political elite occurs because of ambitions of the leaders who have no any wish to find conciliatory proposals.
