This article is focused on the target, main aims and principles of regional policy. The discrepancy between economic and social aims of development of territorial systems is introduced here. Particular attention is paid to the comparative analysis of the "Strategy of social and economic development in the regions of the Russian Federation" and "Concepts of modification of regional policy in the Russian Federation" as the main concepts of the regional policy.

The mechanisms defined the principles and presented the organizational and economic model of foundation of regional policy is described.
