In the article problems of criminally-procedural regulation of the inquiry's termination are considered. The author suggests to extend powers of the chief of inquiry body and the public prosecutor at the indictment statement. In order to secure the rights of victim and civil claimant it is offered to direct an indictment copy to the given participants by a mail, with a simultaneous written explanation of all rights provided by the RF Criminal Procedure Code.
