Creating an environment conducive to the transition economy to an innovative path of development, defines the tasks of institutional transformation of scientific and technical sphere at the present stage of development of market economy in Russia. It is necessary to reform public research organizations and educational institutions of higher education, to create on their basis integrated corporate structures to ensure efficiency in production and reproduction of scientific knowledge and then commercialize this institutions.
