The political reforms in Russia of the late 1990s are discussed in the paper. The author made the attempts to analyze the causes of the failure in democratization in the country. It could be explained by combination of historical and situative factors. Russian transition is represented as a result of political elite's purposeful choice which did not become legitimate and valuable to ordinary citizens, so the authoritarian principles were easily revived in the early 2000s.
