In this article the author characterizes the process of forming and developing state youth policy in Russia and its subjects, particularly in Transbaikalien region in the 90s years of the XX century. The author outlined factors, mainstreams and character of this process. The formation of state youth policy varies from one region of Russia to another and its studying is crucial for having the whole concept of development of state youth policy in Russian Federation in general.
